The incident occurred around 5 a.m. on the southbound lanes of Roosevelt Avenue Extension between Broad and Fox streets near East Falls.
Traffic was stuck on the Boulevard and surrounding streets for several hours.
“It’s horrible. I’ve been stuck here for 45 minutes,” Charles Stubbs of Northeast Philadelphia told Action News while stuck in a long line of cars.
“Traffic was horrible this morning. It was horrible,” said driver Travis Wells.
Ice on the road could be the cause.
“That’s crazy. I hope they’re okay,” said another driver as she was in traffic.
Police were investigating whether construction crews were watering the bridge at night, and due to the extreme cold, the water created icy conditions for drivers.
Traffic is quickly backed up.
“It was really, really bad. Old York Road. Broad Street. Everything was just blocked off,” said driver Danielle Davenport.
Wells added, “I’m from North Broad, going down, and I was noticed by Einstein (Medical Center) that it was congested everywhere.”
All southbound lanes have been closed to allow cars to move.
The crew went out to salt the road before it reopened.
No injuries have been reported.
Police are also investigating a fatal crash on Roosevelt Avenue that occurred Monday night.
The incident happened around 6:20 p.m. on the inner northbound lanes near Revere Street in Northeast Philadelphia.
Police say a driver of a Nissan Maxima rammed a female pedestrian.
She was taken to the hospital where she was pronounced dead.
Police said the driver of the attacked vehicle remained at the scene.
