It is difficult to know whether his previous experience in government makes this lack of executive control more confusing, or much easier. At least to begin with, Barack Obama’s White House, of whom he served as vice president, has argued that effective government is about well-intentioned people holding office: first principles suffice. The importance of brooding, of purely technical slogans, recognized them early, if at all. The mistake recurred after Biden’s inauguration last January, when much of the rest of Americans assumed that not being Trump was half the key to a resolved pandemic.

It wouldn’t matter much if Biden’s record was purely domestic notes. But the United States is engaged in a thought contest with a China that has prevented mass death and recession. For third countries, considering the two systems, the performance of the United States may be equivalent to that of an entire government. The causes of democracy in the world are considered sufficient to be unrelated, as in the United States, to the avoidable loss of life of tens of thousands of people. I think, as bleak as it was a year ago, this could all turn into a rogue president’s way of doing things.
