Former police chief of St. Tammany Jack Strain received 4 life sentences in the case of rape, incest


ST. TAMMANY PARISH, La. (WVUE) – Former Sheriff of St. Tammany Jack Strain has been sentenced to prison for the rest of his life after being convicted of rape and incest.

Strain was convicted in November of four more serious counts of rape, two of more serious incest, one count of indecent conduct with a minor and one count of sex.

In an emotional morning in court, February 22 Strain was sentenced to 4 life sentences without parole on the heavier counts of rape, 15 years and a fine of $15,000 for each of the more serious incest charges, 5 years for indecent conduct with a minor, and five years for battery sex.

A former sheriff for 20 years, Strain was in an orange prison jumpsuit and chained as his boyhood friend and rape victim Mark Finn was lifted for 30 minutes, calling him a hunter. bait, monster and pervert.

Finn said he still has nightmares when he says “stop, stop, stop, you’re hurting me Jack Strain.” Finn says that Strain destroyed his and his mother’s lives.

At one point, Finn looked directly at the former head of law enforcement in St. Tammany and said “look at me, are you sorry? If you apologize, I will forgive you. Otherwise, I hope you will rot in hell.”

Strain said nothing.

Finn’s mother, Patricia, looked directly at the man accused of raping her son and also testified about the devastation caused by Strain’s sexual abuse.

Strain had the opportunity to testify, but he did not. His lawyers say they will appeal.

After the life sentence, she said she felt relieved.

“I am a mother. I should have known,” she told reporters outside court. “But I swear to God I didn’t. Because I have known this man since he was 10 years old and I would never have thought.”

Prosecutors say Strain will likely spend the rest of his life in state prison, although he was also found guilty of federal charges related to a half-home payback scheme.
