The Congolese government expelled the Rwandan ambassador.
The DRC has long accused Kigali of backing the M23 rebel group in the eastern province of North Kivu.
A recent United Nations report found evidence to support the allegation, but Rwanda has repeatedly denied it.
Fighting between the M23 and Congolese troops has intensified over the past few months, with rebels capturing two towns last week.
This has forced nearly 40,000 people to leave their homes.
So why is it so difficult to end this conflict?
