ICC to resume investigation into Philippines’s deadly drug war | ICC News

Manila has argued that it is conducting its own investigation into the deaths under the controversial policy.

The International Criminal Court has said it will reopen an investigation into possible “crimes against humanity” in the Philippines related to former president Rodrigo Duterte’s war on drugs, which led to the death of Mr. thousands of people.

The Hague-based court announced the investigation plan in February 2018 but suspended it in November 2021 at the request of the Philippine government after Manila said it was conducting its own review.

Last June, yes reviewed applications submitted by authorities in the Philippines and othersICC Prosecutor Karim Khan said the delay was no warranty and filed a petition to reopen the ICC case.

Since then, the court has considered submissions from the Philippines, prosecutors and victims. In a statement on Thursday, the ICC said it was “unsatisfied with the Philippines’ ongoing investigations that have resulted in the adjournment of the Court’s investigations”.

The statement added: “The various domestic initiatives and proceedings, collectively assessed, are not tangible, concrete, and progressive investigative steps in a manner that may fully reflect the investigation by the Court.”

Duterte, the former mayor of the southern city of Davao who campaigned on a crime-fighting platform, launched a “war on drugs” as soon as he took office in June 2016 and repeatedly urged the police “kill” drug suspects.

A United Nations report in 2021 shows 8,663 everyone was killed in anti-drug operations but the Philippine Human Rights Commission and local human rights groups say the toll could be three times higher.

Human Rights Watch said it had found evidence that police were fabricating evidence to justify extrajudicial killings, with Duterte continuing “massive extrajudicial violence”. as a solution to crime,” which he established during his 22 years of running Davao.

Duterte announced in March 2018 that he would withdraw the Philippines from the ICC — a decision that went into effect a year later — and that his government would not cooperate with any investigation.

The court had jurisdiction to investigate the crimes until March 2019 when the Philippine withdrawal became official.

Presidents in the Philippines can only serve a six-year term, and Duterte was replaced by Ferdinand Marcos Jr last year. Marcos Jr said he will continue his “war on drugs” but focus on rehabilitation.
