Indiana Legislature Bans Transgender Girls from Sports Activities – WISH-TV | Indianapolis News | Indiana Weather


INDIANAPOLIS (AP/WISH) – Indiana lawmakers on Thursday passed a Republican-backed bill that would ban transgender girls from participating in gender-appropriate K-12 school sports their own, despite fierce objections that it was unconstitutional, sexist and bigotry.

Bill, House bill 1041, will prohibit students who were born male but identified as female from participating in a sport or on a designated female sports team. But it won’t stop students who identify as transgender women or men from joining men’s sports teams.

The law would also establish a civil action for violations and schools would not be liable for compliance with that law.

The measure was voted on in the House of Representatives on Thursday by a margin of 66-30 and is now moving to the Senate.

Bill’s sponsor, Representative Michelle Davis, a Whiteland Republican, said she wanted to make sure all girls had a level playing field in sports. She used to be a Ball State University basketball player and was inducted into the 2012 Indiana Basketball Hall of Fame, and she said her father used to let her practice with boys who had been cut from the men’s team when she still in high school.
“I was the worst player on that court and I could barely keep up,” she said. “They’re bigger, faster, stronger.”

Opponents of the bill say the measure is a solution to a problem. Representative Tonya Pfaff, a Democrat Terre Haute, said the IHSAA had policies in place to manage transgender girls’ participation and that virtually no transgender girls are known to compete in the competition. As for the issue of fairness on the field, Pfaff said she was one of the first girls to play on the 6th grade boys soccer team at her school and the experience has made everyone on the team better, both boys and girls.

“When we pass legislation on issues like this, we usually try to end discrimination,” she said. “This law introduces discrimination into Indiana law.”
