The FBI’s Rewards for Justice web site alleged that he was “instrumental in managing funds for [IS] terrorist operations” and had supervised the group’s “revenue-generating operations from illicit gross sales of oil, fuel, antiquities, and minerals” after it seized giant swathes of Iraq and Syria in 2014.
