Man killed in crash involving HPD patrol vehicle on North Shepherd in northwest Houston, police say


HOUSTON, Texas (KTRK) – A man was killed in a collision involving a Houston police patrol vehicle in northwest Houston on Sunday afternoon, according to authorities.

ABC13 obtained surveillance footage of the collision, showing the patrol vehicle traveling north on the North Shepherd and hitting a vehicle making a left turn onto Thorton Road. The crash happened around noon.

The impact was so strong that the patrol wheel was thrown off the side of the road, and the other vehicle was pushed down the road.

The video shows the patrol car with no lights on, but the Harris County District Attorney’s Office said it’s too early to tell.

“We still have to find out if he’s calling or responding to something,” said Sean Teare, chief of vehicle crime for the district attorney’s office. “We don’t have that information yet.”

Relatives identified the victim as Charles Payne Senior, 77 years old. Payne was driving home from church, according to his family. His son, Kevin Payne, believes speed can play an important role in speaking to witnesses and damages. The speed limit is 35 mph in the area of ​​the collision.

“My father’s car was destroyed,” Payne said. “Our main concern is finding out if the officer was at fault for killing my father.”

The officer was taken to hospital with minor injuries but is expected to be discharged soon.

The district attorney’s office will also conduct an investigation.

“Sadly we have had a number of deaths due to officers involved,” Teare said. “In all of that, we’re standing with our partners at HPD and the vehicle crime division. We’re going to get to the truth and find out what happened.”
