Sanctions recommended against Hamilton councillor for conduct violations – Hamilton


An integrity commissioner is recommending that Ward 14 Coun. Terry Whitehead be docked a month’s pay.

The commissioner’s ‘s report will go earlier than metropolis council on Wednesday. Produced by Ideas Integrity, the commissioner has discovered that Whitehead violated Hamilton’s code of conduct whereas questioning workers throughout a committee assembly on September 11, 2020.

The report describes his questioning throughout Aberdeen Street design dialogue as “hostile” and “aggressive”, and constituted “harassment” and “bullying” of the workers member.

Interviews performed with senior administration and colleagues revealed a “constant sample of behaviour” by Coun. Whitehead, which happens when he opposes data introduced by workers.

The findings go on to explain the harm to workers, and to the tradition of respect within the group, as “important and lasting.”

Along with the lack of 30 days pay, the report recommends that Whitehead be “restricted” in his communications with workers for the rest of this time period on council.

The Ward 14 councillor returned to work final week following a seven-month, medical depart of absence.

The integrity commissioner says Whitehead’s authorized counsel was suggested in June 2021 that the ultimate report back to council could be delayed, pending his return to work.
