“I think it’s crazy that the Russians turn on the lights,” said Jeffrey Lewis, an arms control expert and professor at the Middlebury Institute of International Studies. “This image is remarkable – it seems to show that the Russian forces are very poorly disciplined.”

That could be due to a lack of equipment or a lack of nighttime training, Lewis suggests.
