Ukraine is skeptical after the Kremlin announced the withdrawal of some forces near the border

Ukraine’s Foreign Minister Dmytro Kuleba expressed doubts about Russia’s claim that some units that are exercising near the country’s border will return to their bases.

Kuleba told a news conference in Kyiv that “The Russian Federation keeps making various statements, so we had a rule: ‘Don’t listen and believe. But look and then believe”.

When we see the withdrawal – then we believe in de-escalation,” said Kuleba.

However, he welcomed the fact that foreign policy has been successful in preventing further Russian attacks so far.

“Together with our partners, we actually managed to prevent Russia from escalating further. It’s mid-February today. And you see that diplomacy continues to work,” Kuleba said.

Kuleba also spoke about moves in the Russian parliament to recognize the breakaway regions in eastern Ukraine as independent. Those regions call themselves the People’s Republics of Donetsk and Luhansk and have been controlled by pro-Russian separatists since 2014.

“I would like to remind you once again of Ukraine’s unchanged position. If a decision is made to recognize it, Russia will in fact withdraw from the Minsk agreements.”

The Minsk agreements aim to find a way to resolve the situation of the breakaway regions.

Meanwhile, Kremlin spokesman Dmitry Peskov said the withdrawal of some Russian troops was a “normal process” after the completion of the drills.

“We always say that, after the exercises are done, after the stages have to be completed within a certain time, the troops will return to their permanent station. Here’s what’s happening during this time. This is a normal process,” he said.

He added: “Russia has conducted and will continue to conduct military exercises throughout the territory of the Russian Federation – this is an ongoing process, as well as in all countries of the world.

According to an earlier statement from the Russian Defense Ministry, military exercises will continue, with the participation of troops from “most” of Russia’s military districts.

Speaking to reporters on Tuesday, Peskov said Russia has the right to conduct such military exercises on its territory, adding that these are “non-negotiable”.
