Why is Ghulam Nabi Azad not joining BJP

Sources in Parliament said Azad, after forming his party, will contest the next council elections in Jammu and Kashmir. Azad’s team can understand BJP implicitly and may even be supported by it.
“It is possible that after the council election, the party of Azad and the BJP can reach an agreement and enter into a coalition after the poll if needed to form a government,” they said.
