“She always sat right where the whole thing happened. That’s where she sat, all the time, to smoke,” said Barb Thede, a resident of the apartment building.

Two women were trapped. But a 69-year-old woman was freed with only minor injuries.

Neighbors said the fallen tree, and other trees on the hillside, had long been a concern. One that fell on Monday was marked for deletion three weeks ago.

Police have yet to release the name of the woman killed by the fallen tree.
