United Nations humanitarian agencies on Tuesday launched a $426 million appeal for Lebanon to assist one million people displaced by widespread Israeli shelling in what Israel described as a a “limited, localized and targeted” ground operation into Lebanon, across the separation line patrolled by the United Nations.
